New rules for DVSA driving test bookings will restrict bookings to learner drivers only, limit changes to bookings, and aim to reduce waiting times and unfair practices.
Key Changes to the Booking Rules
Learner-Only Bookings: Under the new rules, only learner drivers will be able to book their driving tests. This change aims to prevent third parties, such as driving instructors and booking services, from making bookings on behalf of learners, which has been a source of exploitation and unfair practices .
Limit on Changes: Learners will be allowed to make only two changes to their driving test bookings. After two changes, they will need to cancel and rebook their test. This is intended to streamline the booking process and reduce the number of last-minute cancellations that can lead to wasted slots.
Location Restrictions: When changing a test booking, learners will only be able to move their test to a location near the original booking. This aims to prevent excessive rescheduling and ensure that test slots are used efficiently.
Combatting Bots and Reselling: The new measures are designed to combat the use of bots that quickly book available slots and resell them at inflated prices. By limiting who can book tests, the DVSA hopes to create a fairer system for all learners.
Implementation Timeline: These changes are set to be implemented in spring 2026, following a consultation process that gathered feedback from learners and instuctors.
Impact on Learners
Reduced Waiting Times: The DVSA aims to reduce the average waiting time for driving tests, which currently stands at around 21.8 weeks. The goal is to make the process more efficient and accessible for learners.
Fairer Access: By preventing third-party bookings and limiting changes, the DVSA intends to ensure that all learners have an equal opportunity to secure a test slot without being exploited by resellers.
These changes represent a significant shift in how driving tests are booked in the UK, aiming to create a more equitable and efficient system for learner drivers.
