From today, 1 November 2026, learners applying for a third or fourth permit must have taken a driving test within the previous two years.

A test booking, cancellation, missed test or place on a waiting list does not meet this requirement.

Learners reaching the end of their fourth or subsequent permit may also need to restart the learning-to-drive process.

From today, November 1st, learner drivers can no longer keep renewing their permit without ever sitting a driving test.

A 3rd or 4th learner permit will now only be issued to someone who has taken a driving test in the previous 2 years. The 4th permit lasts just 1 year, and there is no 5th. After that, learners go back to the start, theory test included.

The rules cover cars, motorbikes, mopeds, tractors and work vehicles. Anyone with a valid permit can keep driving until it expires, as the change applies at renewal.

The RSA says around 73,000 learners are on 3 or more permits, with 11,000 of those on 11 or more. About 35,000 have already booked a test ahead of the deadline.

Demand is at a record, with 330,000 test applications expected by the end of the year. The average wait is 11.9 weeks against a target of 10, and only 3 of the 57 test centres are hitting it.

NEW RULES FOR LEARNER DRIVERS FROM 1 NOVEMBER

Important changes are coming for learner permit holders from 1 November 2026. If you're on your second, third or fourth learner permit, make sure you know how these changes could affect you.

Key changes include:

🔹 You must have sat a driving test within the previous two years to qualify for a third or fourth learner permit.

🔹 You will no longer be able to get a third or fourth permit simply by applying for a driving test.

🔹 A maximum of four learner permits will be allowed (unless medically restricted). There will be no fifth learner permit.

🔹 If your learner permit has been expired for two years or more, you will have to restart the learning-to-drive process.

🔹 If you need to restart, you will have to pass the theory test again and complete the required driver training.

⚠️ Don't leave it until the last minute! Check your permit expiry date and make sure you understand what the new rules mean for you. You must have actually sat your driving test – simply applying for one will not be enough.

Changes to the rules for learner drivers introduced by Minister Seán Canney, which will take effect on 1 November 2026.
From 1 November, a learner driver who is on their fourth or subsequent learner permit will be required to complete the licensing steps again when that learner permit expires, if they wish to continue to learn to drive. This includes passing the driver theory test in the category and completing the Essential Driver Training (EDT) or Initial Basic Training (IBT) programme, as applicable, before a further permit can be issued. The changes will also affect those applying for a second or third learner permit where they have not sat a driving test within the previous two years. Where a person makes an application to apply for a third or fourth learner permit they must have sat and failed a driving test in the previous two years.
The learner permit is intended as a temporary stage on the way to a driving licence. However, a significant number of people have remained on learner permits for many years, and the evidence shows that unaccompanied and long-term learner drivers carry a higher risk on our roads. The upcoming changes are intended to encourage learners to progress to a driving licence and to reduce that risk.
