Why do we charge for a diagnostic just to plug in a computer? (Is what we hear at the garage some times.)

This is an example why:
Up-to-date diagnostic tools last 2 to 3 years until they need replacing with a new versions. This one costs £2394, but they can go up to £6000 to £8000.

Yearly subscriptions to all modules, main dealer access, etc., cost £600 to £1000.

For example, if you go to a solicitor, accountant, electrician, or plumber, you expect to pay just for a visit. Why do some people expect a mechanic's advice/diagnostic to be free?
