Duplicate motor vehicle registration certificate
About a duplicate document for a motor vehicle

You can apply for a duplicate motor vehicle document such as a registration or deregistration certificate, or some other document, if:

the chassis number or VIN has changed
the engine number has changed
you have lost or destroyed your motor vehicle document.

You must apply for a duplicate registration/deregistration certificate in person. And you must be the titleholder of the vehicle.

What you should do

Go to your nearest registering authority. Take along:
Your identity document
Proof of postal and residential address e.g. utility account. If the utility bill is not in your name, the owner of the bill must make an affidavit declaring that you live at the address and the utility bill must be attached to the affidavit.
If you stay at an informal settlement, you must bring a letter with an official date stamp from the ward councillor confirming your postal and residential address
Complete the Application for duplicate registration/Deregistration certificate in respect of motor vehicle (DRC) form and the Declaration in respect of lost documents form (DCT).
Complete the Notice of change of particulars (NCP) form.
Pay the prescribed fee, and the registering authority will issue you with a duplicate document.

Change owner or titleholder particulars for a vehicle
About changing owner or titleholder particulars for a vehicle

Any changes to the particulars of the vehicle owner or titleholder must be communicated to the appropriate registering authority within 21 days after such change. Use the notification of change of address or particulars of person or organisation (NCP) form.

When you sell your vehicle, you must notify your registering authority on the Notification of change of ownership/Sale of motor vehicle (NCO) form. The new owner must register the car in their name.

What you should do

Go to your nearest registering authority.
If you are changing your address, you must take along the following:
A copy of your identity (ID) document if you are a South African citizen. If you are a foreign citizen, you must bring both the original and certified copy of your ID issued by your country of origin and your temporary residence permit.
Proof of postal and residential address e.g. utility account. If the utility bill is not in your name, the owner of the bill must make an affidavit declaring that you live at the address and the utility bill must be attached to the affidavit.
If you stay at an informal settlement, you must bring a letter with an official date stamp from the ward councillor confirming your postal and residential address
If you are a South African citizen, you must complete and submit form NCP only. If you are a foreign citizen, you must complete the NCP form and the Notice in respect of traffic register number (ANR) form.
If you are selling the vehicle:
The seller must complete the NCO form and submit it to their registering authority.
The seller must hand over the registration certificate to the buyer.
The buyer must complete the Application for registration and licencing of motor vehicle form (RLV) for submission.
The buyer must submit the vehicle registration certificate, if the vehicle was registered in South Africa.
Provide a mass measuring certificate if the vehicle’s tare was changed.
The buyer of the vehicle must submit the forms at the registering authority within 21 days of buying the vehicle, along with the registration form obtained from the seller and the vehicle must go for a roadworthy test again (it is the responsibility of the buyer to ensure that the vehicle is roadworthy).
If the vehicle is registered under a company, you must also submit a certificate of incorporation or name change as issued in terms of the Companies Act or a founding statement.
The registering authority assesses your application and you must pay the fees as prescribed by your province.
If required by the registering authority you will have to provide proof of the right to be registered as the titleholder of the motor vehicle concerned, e.g. an invoice or a sales agreement. If you do not have that, phone your nearest call centre or registering authority to establish whether they accept or require any other document as proof.

Deregister motor vehicle
About deregistering your motor vehicle

You must apply to deregister your motor vehicle if it:

has been declared permanently unfit to be on a public road
has been stolen
has been permanently demolished
becomes exempt from registration.

The registering authority will then issue a deregistration certificate. A motor vehicle that has not been licensed for four years will be deregistered automatically.

What you should do

Go to your nearest registering authority and submit the following:
a certified copy of your identity document
a certified copy of proof of ownership of the motor vehicle (titleholder)
supporting documentation if required
the vehicle’s registration certificate
a certified copy of proof of ownership of the motor vehicle (titleholder)
Complete the Application for deregistration of vehicle (ADV) form.

The service is free but penalties and arrears may be charged if the application is late.

Register motor vehicle
About registering your motor vehicle

If you are a title holder of a new, pre-owned, built or re-built motor vehicle, you must register it at your relevant registering authority to get a registration certificate. If the vehicle is financed, the title holder will be the financing institution. When it has been registered and licenced, you will get a motor vehicle licence disc.

You must register and license your motor vehicle within 21 days after a change of ownership. If you do not register it, you will have to pay arrears and penalties. The motor vehicle registration is recorded on the national traffic information system (eNaTIS).

Your vehicle’s registration becomes null and void if:

the vehicle licence disc has not been renewed for more than four years
the vehicle was involved in an accident and has been declared permanently unfit for use
you sold the vehicle (changed ownership)
your vehicle has been repossessed for more than 31 days
a deregistration certificate has been issued.

What you should do

Register a new vehicle:

To register a new vehicle, go to your appropriate registering authority and submit the following:
Your identity document (ID)
Proof of postal and residential address e.g. utility account. If the utility bill is not in your name, the owner of the bill must make an affidavit declaring that you live at the address and the utility bill must be attached to the affidavit.
If you stay at an informal settlement, you must bring a letter with an official date stamp from the ward councillor confirming your postal and residential address
The manufacturer's certificate containing all the relevant details of the vehicle
a roadworthy certificate, if the vehicle is a heavy load [or Road Transport Quality System (RTQS)] vehicle.
Complete the Application for Registration and Licensing of Motor Vehicle (RLV) form.

Register a used vehicle:

To register a pre-owned (used) vehicle, the seller must first complete and submit a Notification of change of ownership (NCO) form, which gives notification of change of ownership
Go to your relevant motor vehicle registration authority and submit the following:
your identity document (ID)
Proof of postal and residential address e.g. utility account. If the utility bill is not in your name, the owner of the bill must make an affidavit declaring that you live at the address and the utility bill must be attached to the affidavit.
If you stay at an informal settlement, you must bring a letter with an official date stamp from the ward councillor confirming your postal and residential address
the vehicle registration certificate (in the seller's name)
the certificate of roadworthiness if the current certificate is older than 60 days
proof of purchase of the vehicle
a valid motor vehicle licence (ensure that the licence fees for the vehicle are up to date).
Complete the Application for registration and licensing of motor vehicle (RLV) form.

Register a vehicle built up from parts:

To register a vehicle built up from parts, go to your nearest motor vehicle registration authority and submit the following:
your identity document (ID)
Proof of postal and residential address e.g. utility account. If the utility bill is not in your name, the owner of the bill must make an affidavit declaring that you live at the address and the utility bill must be attached to the affidavit.
If you stay at an informal settlement, you must bring a letter with an official date stamp from the ward councillor confirming your postal and residential address
an affidavit confirming where the parts came from and what was done to the car (form SOA)
request for police clearance (form RPC)
request for police identification (form RPI)
de-registration certificate (if the vehicle was deregistered)
a weighbridge (mass measuring) certificate
proof of title ownership
letter of authority (if applicable)
The provincial help desk will then introduce the vehicle record on eNaTIS
request for police clearance (form RPC) must then be submitted
a roadworthy test must be performed on the vehicle
Complete the Application for Registration and Licensing of Motor Vehicle form (RLV).

Register a modified vehicle:

To register a modified vehicle, go to your nearest motor vehicle registration authority and submit:
your identity document (ID)
Proof of postal and residential address e.g. utility account. If the utility bill is not in your name, the owner of the bill must make an affidavit declaring that you live at the address and the utility bill must be attached to the affidavit.
If you stay at an informal settlement, you must bring a letter with an official date stamp from the ward councillor confirming your postal and residential address
an affidavit confirming where the parts came from and what was done to the car (form SOA)
request for police clearance (form RPC)
request for police identification (form RPI)
de-registration certificate (if the vehicle was deregistered)

Your car licence renewal fees vary from province to province, and are based on the vehicles tare weight and type.

You get a 21-day grace period in which to renew an expired motor vehicle licence. The grace period is calculated from the expiry date of the current licence disc, and a late renewal penalty applies after this time. the penalty fee is calculated at 1/10th of the annual licencing fee per month that the licence remains lapsed.

You must renew your motor vehicle licence at your appropriate registering authority or at a selected post office that is located within your jurisdiction

*Please also bring a proof of address and proof of ID with all licence renewal applications

This change which took effect from 1 November 2015 means that motorists and companies will have to provide the following information when registering vehicles and renewing car licence discs:

Full names, date of birth, identity number, and business registration number, along with any form of acceptable identification.
Proof of postal and residential address, by means of any utility account. As with RICA and F**A, if your name isn’t on the account you need an affidavit from the person in whose name the account is stating you live at that address.
If you live in an informal settlement, you need a letter with an official date stamp from the ward councillor confirming your postal and residential address.
