The U.S. Tire Manufacturers Association says it backs NHTSA's plan for a negotiated rulemaking to modernize federal tire testing standards, which it says were designed for the tires of the 1960s. NHTSA's Federal Register notice proposes a committee of up to 18 members, and comments and membership applications are due Nov. 27.
