Starting January 1, 2026. Pre-permit requirement, similar to other mandatory safety education steps.

Everyone applying for a Connecticut driver learner’s permit must complete a Work Zone Safety Training before they can get a permit.

The course will be available on the DMV website starting December 23, 2025

The purpose is to teach safe driving in highway work zones and reduce crashes.

Applicants must do take and pass the online Work Zone Safety Training. Print the completion certificate. Bring that certificate to the DMV when applying for a learner’s permit.

Applies to: Anyone applying for a permit on or after Jan 1, 2026.
Does NOT apply to: Anyone who already has a learner’s permit before Jan 1, 2026.

What driving schools are expected to do-Tell students about the new requirement. Help students understand and prepare for it before they go to apply for their permit.

Bottom line-No certificate = no learner’s permit starting Jan 1, 2026.
