New wipers on a dirty windshield is like putting fresh strings on a guitar you never tuned. The blades aren't the problem anymore, the glass is.
Your windshield collects a film you can't always see. Road oil, tree sap, water mineral deposits that build up so gradually you stop noticing until a brand new wiper drags right over them and leaves the same streaks the old ones did.
The fix is almost too simple. Clay bar or a good glass polish to strip that invisible layer, then the wipers finally make full contact the way they were designed to.
Sometimes the part you replaced was never the part that was broken.
