New DMV Option Facilitates Teen License Acquisition. The North Carolina Department of Motor Vehicles has introduced a modification in the process for teenage drivers holding a level 1 limited learner permit to progress to a level 2 limited provisional license. The agency has announced that drivers seeking to advance to level 2 can now accomplish this by completing their road tests through a certified private driving school. Currently, 17 locations statewide possess this agreement with the NCDMV. The implementation of third-party testing was a recommendation included in the Office of the State Auditor's DMV audit.
