The Registry of Motor Vehicles is preparing a systems outage Q & A document for questions received from station personnel and the public. It will be made available to you on the MA Vehicle Check website by Tuesday morning, 4/6.

The Applus technical team and third party specialists continue to work around the clock (24/7) through phase one of a very deliberate and methodical three-phase process required to return the MA Vehicle Check program to full service that is secure and safe. These phases are 1) Remediation, 2) Restoration and System Testing, and 3) Go-Live and Post- Go-Live Support.

We are encouraged by the very good progress our teams have been making. However, at this time, stations should not expect to perform inspections April 5th and 6th. Throughout these phases, Applus and the RMV are working together to ensure that every aspect is fully reviewed and evaluated for a safe and secure return to Program testing.

We will continue to keep you updated on new information as we work through this systems outage restoration process. We know that you and vehicle owners rely on our technology and we are committed to focusing all of our combined efforts on resolving this issue.

To mitigate the impact on the community, the RMV has reached out to law enforcement to ask for consideration for expired stickers to ensure motorists do not face fines or penalties as a result of the system being down. In addition, the 60-day retest requirement and free retest will be extended during this time.

Applus and the RMV continue to provide the following services for stations and inspectors:

Scheduled and future Inspector training will continue.
Inspector licenses and license renewals will continue to be processed.
Station license renewals will continue through this systems outage.
Customer Service Center personnel are kept up-to-date as new information becomes available.

Dear Inspection Station Owner:
Please know that we share your frustrations and disappointment with the tremendous inconvenience that Applus Technologies’ outage is causing you. We continue to urge our vendor to provide additional details, including a timeline to resolution and confirmation of the extent of this outage.

We have asked that Applus make Massachusetts, and you, the priority in getting systems back online and in service as swiftly and safely as possible.

However, Applus has unfortunately indicated inspections are unlikely to be available on Friday 4/2 through Sunday 4/4.

Applus has indicated that restoration from a malware attack of this kind is very complicated and while they have not said there is evidence at this time of any data being compromised, the RMV will continue to press and hold them accountable to confirming and ensuring that is the case. However, it is advisable that you take proper precautions and follow best practices with sensitive information, such as banking, that may have been stored on the Applus system.

The RMV continues to urge its vendor, Applus Technologies, to provide a timeline to resolution and confirmation of the extent of this nationwide system outage impacting citizens in need of a vehicle inspection, and the small businesses who run inspection stations in Massachusetts.

Unfortunately, inspections will NOT be conducted again on Thursday, 4/1.

Applus Technologies Identifies Malware Incident, Temporarily Disrupting
Massachusetts Vehicle Inspections

BROOKFIELD, WISCONSIN (March 31, 2021) Applus Technologies, Inc. detected and stopped a malware attack which has temporarily interrupted the process of conducting vehicle inspections in Massachusetts and other locations. The restoration involves resetting Applus Technologies’ IT environment and will take some time to fully restore the functionality of vehicle inspections.

“Unfortunately, incidents such as this are fairly common and no one is immune,” said Darrin Greene, CEO of the US entity, Applus Technologies, Inc. “We apologize for any inconvenience this incident may cause. We know our customers and many vehicle owners rely on our technology and we are committed to restoring normal operations as quickly as possible.”
