In 1978, Subaru wanted to sell a pickup in America but faced a brutal 25% "Chicken Tax" tariff on imported trucks so Subaru's engineers did the only logical thing. They bolted two backward facing plastic seats with grab handles and seatbelts into the cargo bed, walked up to the NHTSA, and said "this is a passenger car." The NHTSA had no choice but to agree, the BRAT sailed through customs at the 2.5% passenger car rate instead of 25%, and Subaru saved a fortune.
