Please help us keep this bill from passing. In theory it may seem great. Everyone wants lower emissions. However, for companies that run a large fleet of trucks, like my family does, it means putting perfectly good trucks out of commission simply due to age. It means MILLIONS of dollars spent unnecessarily & in turn possibly putting small businesses out of business simply due to the expense of replacing equipment.
We NEED YOUR HELP!! This request is for your benefit for opposition so this bill does not get passed.
There will be a hearing on Tuesday, February 20 at 4:00 PM regarding House Bill 1634. The bill can lead to all diesel engines built before 2010 being illegal on Illinois roads. If this law passes license plates will not be issued of renewed for these trucks. We are not the only entity fighting this law, we hope to have an impact along with the other entities. We are asking you, your families, your employees and their families, along with friends to file an electronic appearance. There is no cost for this, just a bit of time at your computer.

SYNOPSIS AS INTRODUCED:
625 ILCS 5/13C-21 new
Amends the Vehicle Emissions Inspection Law of 2005 of the Illinois Vehicle Code. Provides that, by December 1, 2023, the Illinois Environmental Protection Agency shall adopt rules to implement the motor vehicle emission standards of the State of California, including, but not limited to the (1) zero-emission vehicle program, (2) low-emission vehicle program, (3) advanced clean trucks program, and (4) heavy-duty low NOx omnibus program, and shall amend the rules within 6 months of any changes to maintain consistency with the California motor vehicle emission standards and federal clean air laws. Provides that the rules may incorporate by reference the California motor vehicle standards established in final regulations issued by the California Air Resources Board and promulgated under the California Health and Safety Code. Effective immediately.

1 AN ACT concerning transportation.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The Illinois Vehicle Code is amended by adding
5 Section 13C-21 as follows:

7 Sec. 13C-21. Vehicle emissions testing standards. By
8 December 1, 2023, the Illinois Environmental Protection Agency
9 shall adopt rules to implement the motor vehicle emission
10 standards of the State of California, including, but not
11 limited to the (1) zero-emission vehicle program, (2)
12 low-emission vehicle program, (3) advanced clean trucks
13 program, and (4) heavy-duty low NOx omnibus program, and shall
14 amend the rules within 6 months of any changes to maintain
15 consistency with the California motor vehicle emission
16 standards and Section 177 of the Federal Clean Air Act. The
17 rules may incorporate by reference the California motor
18 vehicle standards established in final regulations issued by
19 the California Air Resources Board pursuant to Title 13 of the
20 California Code of Regulations and promulgated under the
21 authority of Division 26 of the California Health and Safety
22 Code.
