BREAKING: Jared Kushner Is Negotiating Ukraine Peace in Moscow With No Official Title and No Ethics Disclosure Requirements

Jared Kushner landed in Moscow Saturday to help negotiate an end to the war in Ukraine. He holds no government title, no official role, and no obligation to disclose a single thing about his private business dealings while he does it.

According to The Atlantic, Kushner has spent the first 14 months of Trump's second term sitting down with Vladimir Putin, Benjamin Netanyahu, Volodymyr Zelensky, and Saudi officials, all without ever accepting an official government position. The White House calls him a "volunteer." There's a real legal designation for exactly this situation, "special government employee," used by people like Elon Musk and Corey Lewandowski to formalize outside advisers while still requiring financial disclosure. Kushner has never accepted that designation either.

The result is that Kushner sits entirely outside the ethics framework built to keep private and foreign interests from influencing U.S. government decisions, while actively conducting some of the highest-stakes diplomacy of the administration. In 2021, after leaving his first-term advisory role, Kushner said he specifically disliked the scrutiny and disclosure requirements that came with being a government official. He then launched a private equity firm and accepted a $2 billion investment from a Saudi fund led by Crown Prince Mohammed bin Salman, the same region where he's now negotiating on the U.S. government's behalf. Asked in 2024 whether he'd return to government if Trump called, he said, "Yes." He came back anyway, just without ever making it official.

He's now landed in Moscow alongside special representative Steve Witkoff, greeted by Russian envoy Kirill Dmitriev, with a Kremlin meeting with Putin scheduled for later Saturday. Zelenskiy says the two men will travel to Kyiv Sunday. Trump claims the U.S. has a "fresh concrete proposal" to end the war, though he hasn't detailed what it is.

Meanwhile, the fundamental gap between Russia and Ukraine remains, in the Kremlin's own words, "unshakeable." A source close to the Kremlin told Reuters Putin still intends to capture the rest of Donetsk before any real ceasefire talk, and Ukraine continues to refuse terms it considers surrender. Fighting hasn't paused. A Russian drone attack hit Ukraine's SBU headquarters in Kyiv Friday, the tenth straight day of heavy strikes on the capital.

A man with active, undisclosed business ties across the exact region where he's negotiating is representing the United States government in one of the most consequential wars of the decade, and nothing legally requires him to say what he stands to gain from it.
