The Massachusetts Association of Auto Clubs was founded in 1970 by a group of concerned hobbyists, much like yourself, who were dedicated to promoting and protecting the interest of the automobile collecting hobby. They took it upon themselves to contact all the car clubs in the state and had them send two representatives to the very first meeting at the Bolton Town Hall. Over the years, MAAC has

worked behind the scenes to protect the interests of the hobbyists against legislation that could have had a negative impact on driving our collector vehicles. MAAC has also worked proactively to make changes the way we register our antiques or collector cars. Some of the areas MAAC has made specific impact on behalf of the entire hobby are:

Year of Manufacture Plate wording drafted, approved & implemented by RMV

Assistance in changing town zoning ordinances impacting the storage of antiques on private property. Initiated Insurance Law changes to allow Specialty Insurance Carriers to write coverage in Massachusetts. Seatbelt law that exempts vehicles manufactured before 1966 to be retro-fitted. Vehicle inspection program to exempt antique vehicles from any type of emission testing & waiver from annual inspection if vehicle off road for extended period. Joining forces with the SEMA Action Network, worked toward passage of the Street Rod and Custom Car Registration Bill in 2010.

The hobby is under siege! Across the country, the “green” lobby is using a lawnmower to cut our hobby out. Please get involved, and follow MAAC; to make sure your voice is heard.

I’ve heard from a lot of historic car owners with questions about the 25-year rolling eligibility, previously grandfathered in vehicles and making sure their vehicles are tagged correctly.

I introduced a bill this session to do both: create the rolling 25-year eligibility and grandfather in vehicles that already had historic tags.

While my bill didn’t pass this session, I was able to successfully secure an amendment into the BRFA that establishes the 25-year rolling eligibility.

Still more work to do, but I’m glad we were able to get this step done for Maryland’s car community.

For clarification purposes, I reached out to the MVA regarding historic vehicles who are coming up on a change in registration. The MVA stated:

"If a customer’s historic registration expires on a vehicle that does not meet current Class L eligibility requirements, they’ll need to obtain the proper registration for it if they want to continue using the vehicle on public roadways. If said vehicle will later qualify for Class L registration when the law changes on July 1, 2027, they can obtain Class L registration at that time. Until then, present law which is reflected in the guidance currently provided by the MVA has to apply."
