🚗 Two New Regulations for Foreign-Plated Vehicles in Türkiye

As of July 29, 2026, two important regulations concerning foreign-plated vehicles have officially entered into force in Türkiye.

📌 HGS (Electronic Toll Collection) is now mandatory

All foreign-plated vehicles entering Türkiye must be registered with the HGS electronic toll collection system (or an equivalent system) and maintain a sufficient balance.

The following will all be considered toll violations:

• Not having an HGS subscription
• Insufficient account balance
• Failure to pay the toll fee

📌 How are toll penalties applied? (Example based on a 100 TL toll fee)

• Payment within the first 15 days:
100 TL toll fee – No penalty

• Payment between days 16–45:
100 TL toll fee + 100 TL penalty = 200 TL

• Payment after 45 days:
100 TL toll fee + 400 TL penalty = 500 TL

In addition, foreign-plated vehicles will not be permitted to leave Türkiye until all outstanding toll debts have been paid.

📌 Who is allowed to drive the vehicle?

The new regulation also clarifies who may legally use a foreign-plated vehicle in Türkiye:

✅ If the permit holder is in Türkiye, their spouse, parents, grandparents, children, and grandchildren who reside abroad may drive the vehicle, even if the permit holder is not inside the vehicle.

✅ If the permit holder is present in the vehicle, other individuals residing abroad may also drive it, regardless of family relationship.

✅ In emergency situations, provided that the vehicle owner is present in the vehicle, a spouse, parent, grandparent, child, or grandchild residing in Türkiye may drive the vehicle without being subject to administrative penalties.

As 9 Car Logistics, we successfully completed the container unloading and temporary import customs procedures for this Porsche Panamera 4S E-Hybrid upon its arrival in Türkiye.

The vehicle’s export procedures in the United States and loading onto the vessel were handled by our U.S. partner, West Coast Shipping. From the U.S. export process to customs procedures and vehicle delivery in Türkiye, the operation was managed in coordination with our trusted partners.

Following the completion of the temporary import procedures, our client will be able to use the vehicle in Türkiye with its Florida license plates for up to two years.
