Pakistan plans to introduce toll exemptions on motorways and national highways for New Energy Vehicles (NEVs) under the upcoming Auto Policy 2026–31.

The initiative aims to encourage electric mobility and clean energy adoption by supporting battery-electric vehicles, plug-in hybrids, and fuel-cell vehicles. The policy also proposes major tariff reforms, including a gradual reduction in duties on imported and locally assembled vehicles, while phasing out additional customs and regulatory duties by 2030.

Officials say the reforms will modernize Pakistan’s auto sector, promote local manufacturing, and create long-term incentives for environmentally friendly transportation and sustainable automotive development.

The federal government is reviewing new car financing reforms under the draft Auto Industry Development & Export Policy (AIDEP) 2026–31 to make vehicle ownership more affordable in Pakistan.
According to sources, the proposed changes aim to revive demand for car financing and support buyers struggling with high vehicle prices and strict loan conditions.
The proposals being discussed with the State Bank of Pakistan and industry stakeholders include:

Increasing car financing periods up to 7 years

•
Reducing the minimum down payment to 15%

•
Setting a financing cap of up to Rs10 million for eligible locally manufactured vehicles

Officials say these measures are intended to improve consumer purchasing power after years of high interest rates and reduced lending.

The draft policy also proposes gradual liberalization of used car imports under stricter regulations. Imported vehicles would require certification, inspections, and compliance checks, while the tariff premium could gradually fall from 40% to 0% by FY2030. A 30% depreciation cap is also being discussed.
