SUMMARY IMPORT OF USED CARS
As per GOP policy announced on 16 Jan 2019, amended vide SRO No 61(1) 2026 dated 15 Jan 2026, Pakistanis living abroad (whether holding Pakistani, or foreign passport or both) can import a vehicle into Pakistan under following two schemes.
1. Transfer of Residence; Under TR scheme, any person staying abroad, can import a vehicle into Pakistan, which must be shipped from the country of residence of the sender. The importer must travel to Pakistan for clearance of vehicle and present his passport (through agent) for endorsement of the vehicle by custom authorities
2. Gift Scheme; Under Gift scheme any Pakistani residing outside Pakistan, can gift a vehicle to his/her blood relations, without him/her self coming to Pakistan. Under gift scheme, the vehicle can be shipped from any country, irrespective of country of residence. The giftee will get the pages of travels in/out of Pakistan of his passport attested from the embassy/consulate/high commission of his country of residence. In case of foreign passports, these will first be attested by their local authorities and then by Pakistan embassy officials.
3. Common Rules for Both the Schemes;
a. Period of Stay; Under both schemes, the importer/giftee must have a stay of 850 days out of last 1065 days out of Pakistan. There should be also be an intervening period of 850 days between import/gifting of 2 vehicles.
b. Remittances; Under TR scheme, the person importing a vehicle must remit foreign exchange from his own bank account abroad (not through any exchange company or any app) to his/her own or any of blood relation’s bank account in Pakistan, an amount equivalent or more than the custom duty of the vehicle being imported. In case of GIFT SCHEME, the amount should be remitted into giftee’s account in Pakistan from Giftee’s account.
c. Women: In case of women, only working (abroad) ladies abroad can import/gift a vehicle under both schemes. They will be required to provide an “earning certificate” by their foreign employees duly countersigned by a public notary.
d. Age of Vehicle. Cars up to 3 years old and Jeeps, Vans, and commercial vehicles up to 5 years old from the year of manufacture can be imported. Imported vehicles will get 1% of depreciation for each month while calculating custom duty.
e. Registration; The imported vehicle will initially be registered on the name of importer/giftee, and cannot be transferred before expiry of period of one year after date of import.
