Let’s listen up to what our LTO representative has to say about the key considerations and compliance requirements when owning and driving Light Electric Vehicles (LEVs) like e-bikes, e-scooters, and e-trikes. This is all to ensure our safety and the safety of every road user!
Here’s what you need to know:
- Temporary Suspension Note: As of October 2024, LTO has temporarily suspended mandatory registration and driver’s license requirements for LEVs while roadworthiness regulations are being finalized, in line with the Electric Vehicle Industry Development Act (EVIDA) . However, this does not override existing bans on LEVs in major thoroughfares (e.g., those enforced by MMDA) or local government ordinances .
Under LTO Administrative Order No. 2021-039, LEVs are categorized by type, which determines road access, helmet use, and whether a license/registration may be required in the future . For example, e-motorcycles and some e-trikes may have different rules than lighter e-scooters .
Even with the suspension, all standard traffic laws must be followed:
- Observe speed limits (usually 50 km/h in urban areas, lower in school zones) .
- Never drive under the influence of alcohol or drugs (BAC limit is 0%) .
- Wear appropriate safety gear like helmets (especially for two/three-wheeled LEVs).
- Avoid reckless driving, illegal parking, and tampering with vehicle parts .
Once new regulations are in place, LEV owners may need to register their vehicles, secure the right driver’s license (non-professional or professional depending on use), and undergo annual technical inspections to ensure roadworthiness .
