The Land Transportation Office (LTO) has temporarily suspended the implementation of an administrative order (AO No. VDM 2024-046) that requires sellers of used vehicles to report transactions to the LTO within five days. This decision, announced in a memo dated October 23, 2024, by LTO chief Assistant Secretary Vigor Mendoza, aims to clarify provisions, extend the compliance period, and improve information dissemination.
The guidelines, originally released on August 30, 2024, also applied to donations or transfers of motor vehicles, requiring new owners to register the vehicle with the LTO within 20 days of the transaction. Non-compliance would result in an alarm tag on the vehicle. The LTO executive director has been tasked with drafting an amended version of the order, incorporating feedback from stakeholders
