Naglabas ang Land Transportation Office (LTO) ng:
LTO MEMORANDUM CIRCULAR NO. HAV-2023-2410, dated July 10, 2023.
SUBJECT: GUIDELINES ON THE IMPLEMENTATION OF DOTr DEPARTMENT ORDER NO. 2023-015 DATED JUNE 26, 2023 GOVERNING THE ISSUANCE, RECOGNITION, AND USE OF ELECTRONIC DRIVER'S LICENSE IN THE LAND TRANSPORTATION OFFICE (LTO)
Nakapaloob sa LTO MEMORANDUM CIRCULAR na ito ang mga sumusunod:
I. GENERAL PROVISION
Section 5. The eDL is a valid, secure, and an alternative form of authorization for persons operating motor vehicle.
- Ito ay isang validong, ligtas, at alternatibong anyo ng pagpapatunay para sa mga taong nagpapatakbo ng sasakyan.
II. ELIGIBILITY, PROCESS, AND FEES
Section 6. Only holder's of Valid Driver's License issued by the LTO shall be given access to the eDL module.
- Ang mga may-ari ng wastong Lisensya sa pagmamaneho na inisyu ng LTO lamang ang bibigyan ng access sa eDL modul.
III. PRIVILEGES
Section 9. Holders of eDL shal have the same privileges and responsibilities accorded to Holders of a physical drivers license; and shall be subject to the same rules on traffic Violations, imposition of fines, and penalties as holders of physical drivers licenses.
- Ang mga may-ari ng eDL ay magkakaroon ng parehong mga pribilehiyo at responsibilidad na iginagawad sa mga may-ari ng pisikal na lisensya sa pagmamaneho, at ay magiging sakop sa parehong mga patakaran sa mga paglabag sa trapiko, pagpataw ng multa, at mga parusa na iginagawad sa mga may-ari ng pisikal na lisensya sa pagmamaneho.
Section 10. The eDL shall serve as a valid authority, identification, and an alternative form of authorization to operate a motor vehicle, subject to restrictions specified in the license. The physical drivers license shall be continue to be the primary form of authorization prescribed by the LTO granted to a person to operate a motor vehicle that is either Non-professional or Professional Driver's License.
- Ang eDL ay magiging isang wastong awtoridad, pagkakakilanlan, at alternatibong anyo ng pagpapatunay upang makapagpatakbo ng sasakyan, na nasasaklaw ng mga restriksyon na tinakda sa lisensya. Ang pisikal na lisensya sa pagmamaneho ay patuloy na magiging pangunahing anyo ng pagpapatunay na itinakda ng LTO na iginagawad sa isang tao upang makapagpatakbo ng sasakyan na maaaring Non-professional o Professional na Lisensya.
IV. VERIFICATION AND SECURITY MEASURES
Section 11, a.
Maaccessed lamang natin ang eDL sa pamamagitan ng Client's LTMS Portal account. Ngunit ang photographs o screenshots ay hindi kinikilala o tinatanggap ng LTO Law Enforcement Officers or Deputized agent.
c. The verification and authentication of eDL shall be done by scanning the qr code using electronic devices auch as, but not limited to, smart phone, tablet, or other designated devices capable of security storing and displaying the eDL
- Ang pag-verify at pag-autenticate ng eDL ay gagawin sa pamamagitan ng pag-scan ng QR code gamit ang mga electronic devices tulad ng smartphone, tablet, o iba pang mga designated devices na may kakayahang mag-store at mag-display ng eDL.
d. The verification and authentication of eDL may also be done by scanning the bar code using the law enforcement handheld device.
- Ang pag-verify at pag-autenticate ng eDL ay maaari ring gawin sa pamamagitan ng pag-scan ng bar code gamit ang law enforcement handheld device.
V. LAW ENFORCEMENT
Section 12,
b. LTO Law enforcement officers and their Deputized agents are enjoined to accept an eDL as a valid form of authorization and identification to operate a motor vehicle.
- Ang mga opisyal sa pagpapatupad ng batas ng LTO at ang kanilang mga deputadong ahente ay pinag-uutos na tanggapin ang eDL bilang isang wastong anyo ng pagpapatunay at pagkakakilanlan upang makapagpatakbo ng sasakyan.
c. In order for LTO Law Enforcement Officers and their Deputized agents to accept and recognize an eDL, the same should be presented only by accessing the LTMS portal account using the electronic device infront of the LTO Law Enforcement Officers and their Deputized agents.
- Upang mapatunayan at kilalanin ng mga opisyal sa pagpapatupad ng batas ng LTO at kanilang mga deputadong ahente ang isang eDL, ito ay dapat ipakita sa pamamagitan ng pag-access sa LTMS portal account gamit ang isang electronic device sa harap nila. Hindi kinikilala ng mga opisyal sa pagpapatupad ng batas ng LTO ang mga litrato o screenshot ng eDL.
d. Failure or refusal to present the eDL through the mode mentioned above shall be a violation of failure to carry driver's license.
- Ang pagtanggi o pagkabigo sa pagpapakita ng eDL sa pamamagitan ng mga paraan na binanggit sa itaas ay itinuturing na isang paglabag sa pagkabigo sa pagdala ng lisensya sa pagmamaneho.
