CHECKPOINT TIPS FOR MOTORISTS

-Checkpoint must be conducted at well-lighted area that would be manned by properly identified uniformed person.

-Upon approach, slow down, dim headlight and turn on cabin lights.
Never step out of the vehicle.

-Lock all doors. Only visual search is allowed. Do not submit to a physical or body search.

-You are not obliged to open glove compartment, trunk or bags.

-Ordinary/routine questions may be asked. Be courteous but firm with answers.

-Assert your rights, have presence of mind and do not panic.

-Keep your driver license and car registration handy, within reach and present when being asked.

Mga rider na nagmanehong nakahubad at mga may-ari ng motorsiklo, ipinatatawag na ng LTO

NAKATAKDANG imbestigahan ng Intelligence and Investigation Division (IID) ng Land Transportation Office (LTO) ang ilang indibidwal kaugnay ng magkahiwalay na viral video ng mga rider na nagmanehong nakahubad.

Sa dalawang show cause order na ipinalabas ni LTO-IID Officer-in-Charge Renan Melitante, inaatasan ang mga may-ari ng dalawang motorsiklo gayundin ang natukoy na rider na humarap sa pagsisiyasat sa Marso 23, alas-10 ng umaga.

Kabilang sa mga ipinahaharap sa LTO-IID ay ang may-ari ng motorsiklo at ang lalaking rider nito na nagmanehong nakahubad at nag-counterflow sa daan.

Natukoy na ang motorsiklong ginamit sa insidente ay huling nai-renew ang rehistro noong Pebrero 28, 2017 kaya’t pinagpapaliwanag ang may-ari nito sa posibleng paglabag sa Section 05 ng Republic Act 4136 o Compulsory Registration of Motor Vehicles.

Maging ang nakahubad na rider ay pinasusumite rin ng paliwanag kung bakit hindi dapat managot sa paglabag sa Republic Act 10054 o Failure to Wear the Standard Protective Motorcycle Helmet; Sec. XI (e) ng LTO Administrative Order No. AHS-2008-015 o kaugnay ng pagsusuot ng flip flops, sandals o slippers; tatlong probisyon sa JAO 2014-01 kabilang ang Motor Vehicle Operating Without Side Mirror, Failure to Give Proper Signal, at Driving An Unregistered Motor Vehicle; at Section 27a o Improper Person to Operate a Motor Vehicle at Section 54 o Obstruction of Traffic ng R.A. 4136.

Ang isa pa sa mga ipinapatawag ay may-ari ng nasasangkot na motorsiklo na napag-alamang huling nai-rehistro noon pang Setyembre 1, 2015 at lumabas na ang orihinal na kulay ay berde ngunit sa viral video ay makikitang pink ito. Sinasabing kasama ng rider ng pink na motorsiklo ang isa pang motorsiklo na mapulang kulay na sinakyan ng nakahubad na rider ngunit hindi pa naplakahan.

Nais ng LTO-IID na magsumite ng paliwanag ang may-ari kung bakit siya dapat managot sa kasong paglabag sa Section 05 ng Republic Act 4136 o hinggil sa pagpaparehistro ng sasakyan at Section B ng Joint Administrative Order 2014-01 o Modification of Motor Vehicle (Change Color).

Ipinahaharap at hinihingan din ng LTO-IID ng paliwanag ang mismong rider kung bakit hindi siya dapat managot sa mga kasong administratibo dahil sa posibleng paglabag sa R.A. 10054 o Failure to Wear Standard Protective Motorcycle Helmet; Section XI (e) ng LTO Administrative Order No. AHS-2008-015 o Failure to Wear Flip Flops, Sandals or Slippers or Being Bare Footed While Operating Motorcycles Or Scooters; at Section 27a ng R. A. 4136 o Improper Person To Operate A Motor Vehicle.

Parehong naka-alarma na ang mga motorsiklong nasasangkot sa mga insidente habang isinasagawa ang imbestigasyon upang hindi muna magamit ang mga ito sa ano mang transaksyon.

“Kung pagbabatayan ang mga viral video, malinaw na maling-mali ang ganitong gawain ng ilang mga motorista,” diin ni LTO Chief Jay Art Tugade.

“Ang hindi pagsusuot ng tamang damit at safety gear ng mga naka-motorsiklo ay mahigpit na ipinagbabawal ng batas,” dagdag nito.
