The Land Transportation Office (LTO) today announced the issuance of Memorandum Circular No. MVL-2026-4911, outlining guidelines for the use of Temporary Certificates of Registration (CR) for Motor Vehicles (MV), Motorcycles (MC), and Trailers (TRL). This measure is in response to a limited supply of Security Paper for official CRs, caused by delivery delays from the National Printing Office (NPO). The LTO assures the public that it is actively working to resolve this issue as quickly as possible.
This Memorandum Circular aims to ensure the uninterrupted delivery of public service and maintain operational continuity. It strictly regulates the issuance and use of Temporary CRs, which will serve as provisional documents until the official Security Paper CRs become available. All New Registration Units (NRUs), Authorized District Offices (ADOs), and District/Extension Offices processing new registrations and miscellaneous transactions of MV/MC/TRL are covered by this directive.
