Checkpoint operations must always be lawful, visible, and respectful of motorists.

Authority and Personnel
Checkpoints must be authorized by the Head of Office and manned only by uniformed PNP personnel with a clear Team Leader responsible for operations.

Visibility Requirements
There must be:
• Marked police vehicle
• Personnel in proper uniforms
• Adequate lighting
• Signage showing the unit and Team Leader’s contact number
• Body worn cameras or recording devices

Search and Courtesy Rules
• Only a visual search is allowed
• Motorists cannot be forced to step out of the vehicle
• Officers may request turning off headlights and switching on cabin lights
• Courtesy must always be observed
• Expanded or intrusive search is lawful only under recognized warrantless search exceptions grounded on credible suspicion of a crime

If Illegal Drugs Are Found
Inventory and photography of seized drugs must be done on site with required witnesses.

When a Vehicle Flees
• Pursuit and coordination with nearby units are allowed
• Warning shots are not allowed
• Firing at a moving vehicle is prohibited unless there is imminent danger of death or serious injury
• Only necessary and reasonable force may be used
