The law prohibits all motorists to use any communications device while the motor vehicle, whether diplomatic, public or private, is in motion or temporarily stopped at a traffic light or intersection. Prohibitions include composing, sending or reading text messages, making or receiving calls, watching TV shows or movies and other video types, surfing the internet, making calculations, reading e-books, playing games. Exempted are those making emergency calls and Emergency Service Agencies (electric, gas, water, chemical spill), including entities responding to emergencies, e.g., healthcare providers, fire department, police.

Penalties include:

First Offense - Five thousand pesos (Php 5,000.00)
Second Offense - Ten thousand pesos (Php 10,000.00)
Third Offense - Fifteen thousand pesos (Php 15,000.00) and three (3) months suspension of driver's license
Fourth Offense - Twenty thousand pesos (Php 20,000.00) and revocation of driver's license for succeeding offenses

SERVICE CONTRACTING PROGRAM, MULING AARANGKADA SA ILALIM NG GENERAL APPROPRIATIONS ACT 2022

Sa tulong at suporta ni Pangulong Rodrigo Roa Duterte, muling ilulunsad ng Department of Transportation (DOTr), sa pamumuno ni Secretary Art Tugade, at ng Land Transportation Franchising and Regulatory Board (LTFRB), sa liderato ni Chairman Martin Delgra III, ang Service Contracting Program Phase 3 sa Lunes ika-11 ng Abril 2022, na may layuning matulungan ang mga kababayan nating operator, driver, at commuter na patuloy na naapektuhan ang kita dahil sa pandemya at patuloy na pagtaas ng presyo ng gasolina.

Katuwang ang iba’t ibang ahensya ng pamahalaan, tulad ng Department of the Interior and Local Government (DILG), Department of Labor and Employment (DOLE), Land Transportation Office (LTO), Cooperative Development Authority (CDA), Securities and Exchange Commission (SEC), Union of Local Authorities of the Philippines (ULAP), Office of Transportation Cooperatives (OTC), at ng Inter-Agency Council for Traffic (I-ACT), ay muling ipagpapatuloy ang programa sa ilalim ng General Appropriations Act 2022, na may kabuuang pondo na Php 7,000,000,000.00.

BENEPISYO SA MGA OPERATOR, DRIVER, AT COMMUTER

Sa ilalim ng Service Contracting Program ay maaaring pumili ang operator sa dalawang uri ng kontrata. Una, ang Gross Contract, kung saan ang mga kalahok sa programa ay bibigyan ng pagkakataon na kumita base sa bilang ng biyahe na kanilang itinakbo kada linggo, may sakay man sila o wala. At ikalawa, ang Net Contract, kung saan bukod sa kita mula sa kanilang pamamasada ay bibigyan sila ng pagkakataon na kumita base sa bilang ng biyahe na kanilang itinakbo kada linggo.

Dahil sa patuloy na pagtaas ng presyo ng gasolina nitong mga nakaraang linggo, para sa Gross Contract, ang dating Php 82.50 pesos na bayad per kilometro sa mga consolidated PUBs, Tourist Bus at Mini-Bus, ay itinaas sa Php 84.00, samantala, ang dating Php 52.50 na bayad per kilometro sa mga consolidated modern at traditional PUJs at UVEs ay itinaas sa Php 54.00.

Para naman sa Net Contract, ang dating Php 45.50 pesos na bayad per kilometro sa mga consolidated PUBs at Mini-Bus, ay itinaas sa Php 46.50, samantala, ang dating Php 27.00 na bayad per kilometro sa mga consolidated modern at traditional PUJs at UVEs, at Filcab ay itinaas sa Php 28.00.

Habang ang mga Healthcare Workers (HCW) at Authorized Persons Outside of Residence (APOR) ay muling seserbisyuhan sa pamamagitan ng Libreng Sakay.

Ngayong Lunes ay nakatakdang magsimula ang Libreng Sakay sa EDSA Busway, na pangungunahan ng 515 Public Utility Buses upang magbigay ng Libreng Sakay sa mga mananakay, habang inaasahan naman ang pagbubukas ng mga karagdagang ruta at pag-arangkada ng mga karagdagang Public Utility Vehicle (PUV) para sa Libreng Sakay sa buong bansa sa mga susunod na araw.
