CityQ adds tracking, e-lock, mobile app & fleet management to replace urban vans in clean air zones. CityQ builds four-wheel, car-like e-bikes to replace urban car trips—cutting emissions and helping cities move toward cleaner, smarter transport. Our approach combines Scandinavian design with German engineering to produce vehicles that are stable, durable and easy to maintain. CityQ vehicles are certified to CE, EN15194 and EN 17860, offering car-like comfort within e-bike regulations for everyday city use. Established in 2019, CityQ has grown into an international group with headquarters in Norway and production hubs in Germany, Hungary and Asia. Following initial deliveries in 2023, we launched a modular quad platform in 2024 (passenger, cargo and pickup) and are moving into mass production in 2025. The van had a good run.
A non-compliant diesel van driving into central London can face £30.50 a day before it delivers a single parcel (£12.50 ULEZ plus £18 Congestion Charge). A CityQ is legally an electrically assisted pedal cycle, so it pays neither. It needs no driving licence, it can use cycle lanes, and it doesn’t need a van-sized parking space.
DHL (inner-city operations), JCDecaux and Wolt already work with CityQ.

Thinking about putting electric vehicles into your business? Here is something worth reading first.

London firefighters attended a record 206 e-bike and e-scooter fires in 2025. Our latest Urban Mobility Weekly looks at what a cargo bike safety certificate really proves, and the five questions to put to any supplier before your insurer does.

CityQ holds CE, EN 15194 and EN 17860 certification.

Every day, your delivery team loses hours they should be spending on the job.
Parking that doesn’t exist. Traffic that doesn’t move. Kerbside access a van can’t reach.
In cities like London, a van isn’t just slow — it’s working against you.

The CityQ cargo eBike carries 200kg, goes 100km on a charge, and pulls up to the door every single stop. No ULEZ. No Congestion Charge. No parking run.

DHL use it on London routes. Wolt use it year-round in Oslo — even in winter.

DHL ran 1 million kilometres on cargo eBikes in London. Zero injuries. Faster rounds.

Wolt runs them at −10°C in Oslo, 365 days a year. The Dolmans replaced van rounds across Benelux cities and stopped losing 15 minutes per stop to parking.

Three operators. Three sectors. Three countries. The same conclusion: on city routes, the van stops making sense.

Edition of Urban Mobility Weekly breaks down which businesses are switching from vans to cargo eBikes in the UK — and the numbers behind every decision.

A parking warden approached a Brighton council officer mid-round.
Found no number plate on the vehicle. Walked away.
That is what happens when your service vehicle is legally a bicycle.
Brighton & Hove City Council tested a CityQ four-wheel cargo eBike on real working routes in May 2026. The result:
✅ 5 minutes saved per bin stop
✅ 30+ minutes saved per outing
✅ No driving licence required — anyone on the team can ride it
✅ No ULEZ, no Congestion Charge, no parking restriction
✅ Swappable batteries — no charging infrastructure needed
NHS Humber Health Partnership is trialling one for portering across a 168-acre hospital campus. Guy's and St Thomas' NHS Foundation Trust used one for community care — zero parking restrictions, 150kg capacity.
The saving versus a non-compliant van on London routes: £28,000 to £33,000 per vehicle per year.

Which council services fit? Which ones still need a van? What funding is available? Full guide at the link.

Europe now has a safety standard written specifically for cargo bikes.
Until 2024, every cargo bike — two-wheel, three-wheel, four-wheel — was certified under EN 15194. A standard written for city eBikes. A standard that said nothing about what happens when 200kg sits above four wheels and the rider has to swerve.
EN 17860 changes that. And CityQ has been certified to it — to the best of our knowledge, the first four-wheel cargo bike in Europe to hold this certification.

What EN 17860 tests on a four-wheel cargo bike:
✅ Tipping stability — static and dynamic — at full payload
✅ A double lane change under load
✅ Prevention of wheel jamming against the steering
✅ Braking force uniformity across all four wheels
✅ Frame fatigue at full rated payload
All verified by a third party. Not by CityQ.

What does not change: CityQ is still legally a bicycle. No driving licence. No ULEZ. No Congestion Charge. No road tax.

What does change: every fleet buyer now has a test report someone else signed.

Four wheels or two wheels — which cargo eBike is better for your business?
The honest answer: it depends on your routes.
Here is what the comparison actually shows:
🔵 Stability — A four-wheeler stands unaided at a stop and needs no balance skill. Wider hiring pool, faster training, no cycling confidence required.
🔵 Weather — An enclosed cabin keeps the rider dry and the cargo protected year-round. A two-wheeler leaves the rider exposed to the same conditions as any bicycle.
🔵 Payload — CityQ 1200: 170kg, 1.3m³ lockable box. Typical two-wheel: 80–100kg, open storage.
🔵 Cycle-lane access — A four-wheeler at 89cm clears most modern UK cycle infrastructure. Older, closely-spaced bollards on some routes are the exception worth checking.
Neither format wins on every axis. The right choice depends on your actual delivery patterns — not on which format sounds better in a spec sheet.

CityQ has been certified to EN 17860.

EN 17860 is the European safety standard written specifically for cargo bikes — published by CEN in 2024–2025. To the best of our knowledge CityQ is among the first four-wheel cargo bike manufacturers in Europe to achieve this certification.

This is a significant milestone for us — and for the category.

Until now cargo bikes were certified under EN 15194 — a standard written for city eBikes, not for vehicles carrying 200kg of commercial load through city traffic. EN 17860 changes that. For the first time, a four-wheel cargo bike has been put through tests written specifically for it — tipping stability, double lane change, braking uniformity, frame fatigue at full payload — all verified by a third party.

What it means for fleet buyers, what was tested and what it does not change — full story in the comments 👇

The four-wheel cargo eBike market now has several options.

Before choosing one, here is the question worth asking: which manufacturer has the longest continuous operating track record from the most demanding commercial operators?

DHL — London, 2+ years of daily inner-city operation
JCDecaux — Paris, 50% transport time cut after testing 15 competitors
Wolt — Oslo, 100km/day, 365 days, −10°C Norwegian winters

CityQ pioneered this category — four years of development and certification before the market existed. The blog covers what that actually required, what the fleet data shows, and what it means for a business choosing a platform today.
Including:

📊 Full cost comparison — CityQ vs city van, central London routes
🔋 Battery data — LiFePO4, 2,000–4,000 cycles, 6–10 years daily use
⚖️ Legal status — EN15194 certified, no ULEZ, no Congestion Charge, no licence
🔧 Three technical decisions that newer entrants are still catching up to
💷 Effective year-one cost after Annual Investment Allowance: ~£8,250

A parking warden cannot fine a bicycle.

A pedestrian zone cannot block a bicycle.

A Congestion Charge does not apply to a bicycle.

And yet almost every hospital site, university campus and school in the UK is still using a van to do work a bicycle could do better.

NHS Humber Health Partnership put a CityQ to work at Castle Hill Hospital — 168 acres, linen, gas cylinders, medical equipment — everything the van was doing. Without the parking problem. Without the access restrictions. Without the emissions.

Guy's and St Thomas' NHS Foundation Trust: no restrictions, no permits, 150kg capacity. More than enough for everything their service needs.

A London van driver tried one on the street and said: "This is the future. I'd park my van for this."

The NHS has committed to net zero by 2040. Fleet operations are central to that commitment.

The van is not the answer on a campus.
