In Nigeria, there are six (6) essential documents that every vehicle must have to ensure compliance with local regulations. This guide outlines these crucial documents and highlights important details regarding their renewal requirements. Understanding and maintaining these documents is key to vehicle ownership and operation in the country.
1. VEHICLE PARTICULARS: This document contains detailed specifications and registration information about the vehicle. It necessitates annual renewal to ensure that all information remains accurate and current.
2. VEHICLE INSURANCE POLICY: There are two primary categories of vehicle insurance policies, namely Third Party and Comprehensive. Both types require yearly renewal to sustain coverage and fulfil legal obligations.
3. ROADWORTHINESS CERTIFICATE & HACKNEY Permit: Issued by the Vehicle Inspection Officer (VIO) office in each state, the Roadworthiness Certificate has specific renewal periods that depend on the type of vehicle plates. For vehicles with Private Number Plates (Blue Plate), this certificate must be renewed annually and does not require a Hackney Permit. Conversely, for vehicles with Commercial Number Plates (Red Plate), both the Roadworthiness Certificate and the Hackney Permit must be renewed biannually. It is important to note that the roadworthiness procedures may vary significantly by state; some states employ a centralised issuance process, while others have different systems. Notably, individuals possess the right to renew their vehicle documents, including the Roadworthiness Certificate, in any state of residence, irrespective of where the vehicle is registered. For instance, a vehicle with a Lagos State number plate may be renewed in Enugu if the owner resides there. Provided that the documents remain valid, travel to other states can occur without incurring penalties from VIO officials related to the absence of a Roadworthiness Certificate from that state.
4. POLICE CLEARANCE / CERTIFICATE OF MOTOR REGISTRATION (CMR): These documents are essential for vehicle registration and are not subject to renewal. Vehicles registered in Lagos State receive a CMR, while those registered in other states are required to obtain a Police Clearance.
5. NUMBER PLATE ALLOCATION PAPER: This document is crucial for confirming the official allocation of a specific number plate to a vehicle. Once issued, this document does not require renewal. It is imperative to obtain this paper from the licensing office upon acquiring a number plate from any state.
6. PROOF OF OWNERSHIP CERTIFICATE (POC): Historically, this certificate was non-renewable; however, recent governmental updates have introduced a computerised version of the POC that is now renewable on an annual basis for both private and commercial number plates. The updated document may only be processed at the VIO office concurrently with the renewal of the Roadworthiness Certificate.
