Democracy Day: Senator Alli praises Tinubu, assures Oyo residents ahead 2027

The All Progressives Congress governorship candidate in Oyo State, Senator (Dr) Sharafadeen Alli has congratulated Nigerians on Democracy Day, describing June 12 as symbolising sacrifice, resilience, freedom and democratic perseverance nationwide.

Alli, in a statement issued on Friday in Ibadan, commended President Bola Tinubu for demonstrating courageous leadership through policies and reforms aimed at rebuilding Nigeria’s economy, strengthening democracy and national stability.

He stated that the Renewed Hope Agenda of the Tinubu administration had continued laying foundations for sustainable growth, improved security, economic recovery and better opportunities for millions of hardworking Nigerians across states.

The senator representing Oyo South Senatorial District urged Nigerians to remain patient and supportive, noting that ongoing reforms by the Federal Government would ultimately produce prosperity, stability and lasting national development.

Alli paid glowing tribute to heroes of democracy, especially late Chief Moshood Kashimawo Olawale Abiola, saying their sacrifices and struggles remained enduring reminders of Nigerians’ collective democratic aspirations and courageous resistance against oppression.

He assured residents that the APC remained determined to provide purposeful leadership, accelerated development, people-oriented governance and inclusive policies as preparations gradually intensify toward the forthcoming 2027 general elections across Nigeria.

“All progressive-minded citizens must remain united and committed toward rescuing Oyo State from underdevelopment, insecurity and economic hardship through responsible governance, visionary leadership and people-focused democratic programmes,” Alli said in the statement.

The APC governorship candidate urged Nigerians to continue supporting President Tinubu and democratic institutions, stressing that patriotism, peaceful coexistence and active participation remained necessary ingredients for national progress, unity and political stability.

Alli also expressed concern over the continued hostage of abducted pupils and teachers in Oriire Local Government Area, describing it as disturbing in a democratic and civilised society worldwide.

He urged security agencies to intensify rescue operations, assuring affected families and residents that the APC would continue supporting legitimate measures aimed at strengthening security and protecting lives throughout Oyo State communities.

Details of Proposed Constitutional Amendments for the Establishment of State Police and Federal Police

1. Establishment of Federal Police and State Police (New Section 214)
• Two distinct police bodies are constitutionally established:
• (a) the Federal Police
• (b) State Police (one per State, established by State law)

The National Assembly must pass an Act prescribing:
• Structure, organisation, administration, and powers of the Federal Police

• Framework and guidelines for the establishment of State Police

• State Police cannot commence operational policing until:
• Established by a Law of the State House of Assembly, and
• Certified as meeting national minimum standards (prescribed by an Act of the National Assembly)

• Transitional provision: Until a State Police becomes operational, the Federal Police continues all policing functions in that State. After commencement, the Federal Police handles federal policing functions and may provide assistance to the State Police.

2. Responsibilities and Non-Interference (Section 214)

Federal Police is responsible for:
• Maintenance of public security, public order, and security of persons/property throughout the Federation (to the extent provided by the Constitution or National Assembly Act).

• Similar functions within a State to the extent the State has legislative power under the Constitution.

Key safeguard against federal overreach (Section 214(6)):

The Federal Police shall not interfere with State Police operations or a State’s internal security affairs except in these limited cases:

• To contain serious threats where there is a complete breakdown of law and order and the State Police is unable to respond.

• When the Governor requests intervention.

• When a State Police is unable to function due to administrative, financial, or other problems.

Any such intervention requires prior approval by the National Police Council.

Federal Capital Territory (FCT): Fully under the jurisdiction and operational control of the Federal Police.

3. Leadership and Command (New Section 215)

• Federal Police: Headed by the Inspector-General of Police (IGP).

• Appointed by the President on the advice of the National Police Council, from serving members of the Federal Police.

• Subject to confirmation by the National Assembly.

• The IGP has command over the entire Federal Police, including contingents in States.

• The President (or authorised Minister) may give lawful directions on public safety and order; the IGP must comply.

• State Police: Headed by a Commissioner of Police (CP).

• Appointed by the Governor on the advice of the National Police Council, from serving members of the State Police.

• Subject to confirmation by the State House of Assembly.

• The Governor (or authorised Commissioner) may give lawful directions on public safety and order; the CP must comply.

• If the CP believes a direction is unlawful or contradicts general policing standards, the matter can be referred to the National Police Council (whose decision is final).

4. Removal of Top Officers (New Section 216)

• IGP: Removed only by the President on the recommendation of the National Police Council for specified grounds (grave misconduct, breach of Police Act/Regulations/Code of Conduct, conviction for fraud/dishonesty, bankruptcy, or mental incapacity). Requires two-thirds majority approval of the National Assembly.

• State Commissioner of Police: Removed only by the Governor on the recommendation of the National Police Council for similar grounds. Requires two-thirds majority approval of the State House of Assembly.

5. Funding Support (New Section 216A)
The Federal Government shall provide grants or aids to State Police on the recommendation of the National Police Council, subject to approval by the National Assembly.

6. Oversight Bodies
National Police Council (restructured and renamed from the old Nigeria Police Council; new composition and expanded functions in Third Schedule):

• Broad membership including: Chairman (Presidential appointee confirmed by NA), Attorney-General of the Federation, serving senior Federal Police officer, Attorneys-General of all States, retired Commissioners of Police (one per geo-political zone), representatives of NHRC, Public Complaints Commission, NLC, NBA, NUJ, and Traditional Rulers’ Councils.

• Key functions: Appointment and discipline of Federal Police officers (except IGP); recommending State top officers (CP, DCP, ACP) to Governors based on State PSC lists; supervising Federal and State Police activities (within constitutional limits); setting standards for training, intelligence, forensics; assisting State Police on request.

State Police Service Commission (new body established for each State in Third Schedule, Part II):

• Composition: Chairman (appointed by Governor, confirmed by State HA), representatives of NHRC, Public Complaints Commission, NLC, NBA, NUJ, retired Assistant Commissioners of Police (one per senatorial district), and Traditional Rulers’ Council.

• Functions: Recommending three qualified candidates for CP/DCP/ACP to the National Police Council; appointment, discipline, and removal of State Police officers below the rank of Assistant Commissioner of Police; other functions as prescribed by Constitution or National Assembly Act.

7. Legislative Framework (Second Schedule – Concurrent Legislative List)

• National Assembly may make laws on: establishment/organisation/administration/powers/duties of Federal Police; powers/duties of State Police; national minimum standards for both; policing standards, inspection, certification, complaints mechanisms, criminal information systems, inter-governmental cooperation, federal intervention, use of force, fi****ms, grants, and accountability.

• State Houses of Assembly may make laws for the establishment, organisation, administration, funding, and oversight of their State Police — but must comply with the Constitution and valid National Assembly Acts.

• States may set higher standards than national minimums but not lower.
• National Assembly laws cannot give federal authorities routine command, deployment, appointment, promotion, transfer, discipline, or control over State Police personnel (except for explicitly authorised federal intervention).

8. Other Related Changes
• Updates to various constitutional provisions (e.g., Sections 34, 35, 39, 42, 84, 89, 129, 153) to replace references to “Nigeria Police Force” with appropriate “Police”, “Federal Police”, or “State Police” terminology.

• Exclusive Legislative List adjustments (e.g., light arms for policing purposes; fingerprints/biometrics/forensics shared with State Police; Federal Police listed separately).

• Consequential amendments to the Third Schedule for the new bodies and their compositions/powers.

Tinubu Commissions Long-Abandoned Kuje Road, Says ‘We Inherit Challenges to Solve, Not Abandon’

President Bola Ahmed Tinubu on Thursday, commissioned the newly completed Federal Highway 105, linking the Airport Expressway to Kuje Township in Abuja, declaring that his administration is committed to solving inherited challenges rather than abandoning projects.

Represented by Vice President, Senator Kashim Shettima at the commissioning ceremony, Tinubu described the completion of the six-lane dual carriageway as evidence of his government's determination to fulfilling promises made to Nigerians under the Renewed Hope Agenda.

"I stand before you today with a heart full of gratitude. Indeed, we are not just commissioning a road. We are keeping a promise," the President said.

"Three years ago, we took an oath to serve you. We promised to end the era of abandoned projects. Today, Federal Highway 105 is another proof that we keep our words. Let me be clear: my administration does not inherit problems to abandon them. We inherit challenges to solve them."

Tinubu recalled that the road project, originally awarded in 2022, had been abandoned and had become a source of frustration for residents and businesses due to persistent gridlock, dust during the dry season and flooding during the rainy season.

He said the situation informed his decision to appoint the Minister of the Federal Capital Territory, Nyesom Wike, whom he described as a proven performer capable of delivering results.

"Where there was delay, we brought political will. Where there were obstructions, we paid compensation because we respect the law and we value progress," he stated.

The President stressed that the significance of the road extended beyond infrastructure, noting that it aligns with his administration's broader vision of inclusive development.

"The Renewed Hope Agenda is not for the city centre alone. True democracy must be felt at the grassroots. It must be felt in Kuje. It must be felt by every Nigerian," he said.

According to him, the completed road will drastically reduce travel time, ease traffic congestion, boost economic activities and enhance access to markets for farmers and businesses.

"You no longer have to endure the suffocating bottleneck that characterized the Kuje-Airport Road axis before now. Lost man-hours are now being returned to the people. Time is money, and we are putting that time back in your pocket," he added.

Tinubu further noted that the road would accelerate the development of satellite towns, decongest Abuja city centre, raise property values and attract private investment.

"Abuja cannot grow if only the city centre works. With this road, we decongest the capital, lift property values, attract investment, and help our farmers move farm produce to market without delay. This is how you build an economy from the bottom up," he said.

The President also urged residents, developers and business owners to fulfill their civic responsibilities by paying taxes, ground rents and other statutory fees to enable government replicate similar projects across the country.

He equally charged traditional rulers, community leaders and youths in Kuje to protect the infrastructure from vandalism and misuse.

"This road is yours. Guard it. Protect the streetlights, the drainage, the walkways. Do not allow vandalism. Do not turn it into an illegal market or refuse dump. Protect what we have built, and it will serve your children for decades," he said.

Earlier, FCT Minister Nyesom Wike described the road as one of the most difficult projects undertaken by the administration, revealing that its completion required persistence, stakeholder engagement and significant financial commitment.

According to him, shortly after assuming office in 2023, the FCT Administration embarked on consultations across the six area councils, where traditional rulers and community leaders highlighted the deplorable condition of the road as a major concern.

"We may not value this road except we know how it was. This is one road that I never dreamt that today we would come and commission. It was a very, very difficult road," Wike said.

The minister disclosed that despite being awarded on February 4, 2022, at a cost exceeding N54 billion, work had stalled before the current administration intervened.

"It became a political road. The Gomo of Kuje and other stakeholders pleaded with us to revive the project. At that time, there was no contractor on site. We made a promise, but in my mind I was asking where the money would come from," he recounted.

Wike said the administration's determination to restore hope to residents inspired efforts to mobilise resources and ensure completion of the project.

"It was a death trap. It was a haven for kidnappers and hooligans who harassed residents. Today, that story has changed," he said.

The minister commended the management of Arab Contractors for delivering the project despite challenges and expressed gratitude to President Tinubu for supporting infrastructure development in satellite towns.

"If anybody asks where government is, tell them Airport-Kuje Road is government. Kuje-Gwagwalada Road is government. This is government providing basic infrastructure to the people," he declared.

Wike further revealed that the President is expected to return in July to commission the ongoing Kuje-Gwagwalada dual carriageway, another major project aimed at transforming the area.

He maintained that Tinubu's investments in satellite towns would remain a significant chapter in Abuja's development history.

"What this administration has done for the satellite towns, history will be on your side. We are changing the direction of development in Abuja," he said.

Also speaking, the Minister of State for the FCT, Dr. Mariya Mahmoud, described the commissioning as a landmark achievement under the Renewed Hope Agenda.

She said the project reflects the administration's commitment to improving connectivity, stimulating economic growth and enhancing the quality of life of residents across the Federal Capital Territory.

Mahmoud commended Wike for what she termed his exemplary leadership and unwavering dedication to transforming Abuja through the delivery of quality infrastructure.

She urged residents to continue supporting government initiatives aimed at promoting development, improving mobility and strengthening socio-economic prosperity in the nation's capital.

The commissioning formed part of activities marking President Tinubu's third anniversary in office, during which several infrastructure projects are being inaugurated across the Federal Capital Territory.

During the interview, Trump repeated his longstanding claims that the 2020 U.S. presidential election was “rigged” and also suggested that recent election results in California were fraudulent. Welker repeatedly asked him to provide evidence for those allegations. According to multiple reports, Trump did not provide specific evidence and instead accused NBC and the media of bias and dishonesty.
