Permanent Registration

Application for registration of a new vehicle shall be submitted before the Registering Authority in whose jurisdiction the applicant is residing or having his business and the vehicle is normally kept. The application for registration shall be made in Form 20, and shall be accompanied by

Application form CMV FORM 20 (signature of the financier in case of HPA/Hypothecation/Lease).

Sale Certificate in form CMV FORM 21.

Valid Insurance certificate.

Proof of Address (Any one of the following ) :

Ration Card.

Passport.

LIC Policy.

Electricity or Telephone bill.

Pslip issued by any office of the Central Government or a State Government or a Local body.

House tax receipt.

Himachali certificate in case of Transport vehicle/ Stage/ Contract carriage vehicle.
Temporary Registration issued by the Registering Authority or Trade Certificate issued by the Dealer.
Road Worthiness Certificate in CMV FORM 22.
Form CMV FORM 22A in case of Body built vehicle (EX. Goods vehicle, bus etc.).
Customs clearance certificate in case of imported vehicle with and bond.
Appropriate fee as specified in Rule 81 .
Tax payable (depending upon the category of vehicle).
Income Tax clearance certificate in form 60 or a declaration.
Bonafide agriculture certificate issued by the Tehsildar in case of registration of Tractor-Trailor unit used for agriculture.
Permit proceedings if any in case of transport vehicle.



All the related applications shall be filed before the Registering Authority and Vehicle shall be produced for inspection in the premises of the R.T.O/S.D.M

How to Obtain Driving Licence?

Necessity

No person shall drive a motor vehicle in any public place unless he holds an effective driving licence issued to him authorising him to drive the vehicle;

Required Documents:

An application for a driving licence shall be made in CMV Form-4
an effective learner licence;
appropriate fee as specified in rule 32;
three copies of the applicant’s recent passport size photograph;
in case of transport vehicles certificate in CMV Form 5 issued by driving training school
proof of residence;
proof of age;

a. Address Proof: (To produce any ONE of the following)

Electoral Roll
LIC Policy
Passport
Pay slip issued by any office of the Central Government or a State Government or a Local body
Self swearing Affidavit by an applicant before an executive Magistrate or a First Class Judicial Magistrate or a Notary Public as evidence of address

b. Age Proof: (To produce any ONE of the following)

School Certificate
Birth Certificate
PAN Card
Certificate granted by a registered medical practitioner not below the rank of a Civil Surgeon
Self-swearing Affidavit by an applicant before an executive Magistrate or a First Class Judicial Magistrate or a Notary Public as evidence of age

c. Valid Learner Licence

learner licence issued by an authorised licensing authority which is effective as on the date of application for driving licence as well as on the date of competency test.

Minimum Requirement

a. Age:

For Transport Vehicle

The applicant shall have attained the age of 20 years in case of Transport vehicle (Auto rickshaw cab,Taxi, Goods Vehicle, Bus etc.)
One year driving experience of light motor vehicle is required.

A certificate issued by the registered driving school/training establishment.

For Non-Transport Vehicle

No person under the age of eighteen years shall drive a motor vehicle in any public place:
Provided that a motor cycle with engine capacity not exceeding 50cc may be driven in a public place by a person after attaining the age of sixteen years

b. Learner Licence

Minimum of 30 days from the date of issue of Learner Licence
Learner Licence should be valid as on the date of application

Test Details

The Inspector of motor vehicles will conduct the test of competence to drive vehicle as per the procedures laid down under the rule 15 of Central Motor Vehicle Rules, 1989. After satisfaction about the driving skills he will Rules, 1989. After satisfaction about the driving skills he will pass.
In case of failure in the first attempt of the driving test, the applicant is eligible to appear for the second appearance only after minimum period of seven days from the date of first appearance.
In case the applicant does not pass even after three appearances, he/she shall not be qualified to re-appear for such test before the expiry of sixty days from the date of such last test.

Where to apply for driving licence?

The applicant shall present himself before the RTO/Sub Divisional Magistrate along with application and documents.

What is the validity of driving licence?

Driving licence issued is valid throughout India.
Driving licence is issued for 20 years or 50 years of age whichever is earlier.
Driving licence issued for transport vehicle will be valid for three years.

HOW TO OBTAIN A LEARNER’S LICENCE

Necessity:

The application required:

Application form in CMV FORM 2
3 recent passport size photographs

Minimum Requirements

a. AGE BETWEEN 16 AND 18

The applicant shall have attained the age of 16 years in case of Motor Cycle without Gear.

The consent/declaration of the parents shall be given before the licencing authority.

b. AGE 18 YEARS AND ABOVE

The applicant shall have attained the age of 18 years in case of motor cycle with gear or light motor vehicle.

c. FOR TRANSPORT VEHICLE

The applicant shall have attained the age of 20 years in case of Transport vehicle (Auto rickshaw cab, Taxi, Goods Vehicle, Bus etc.)
One year driving experience of light motor vehicle is required.
The minimum educational qualification is a pass in the 8th Std at the school level.
Medical certificate in form No.CMV Form 1 and CMV Form 1-A is necessary in case of transport vehicle

The documents required:

What is the amount of Fees payable?

Fees as per Rule 32 of CMVR 1989.

Where to file application ?

Application for learner’s shall be presented by the applicant before the RTOs/R&LAs of the area concerned.

What is Preliminary test? Whether any exemption is provided?

Written test will be conducted for the persons who have passed SSLC or equivalent examination or higher. This test will be of multiple choice objective type.
ONLINE computer based tests are being conducted at the RTO/RLA Offices
In case of others, Oral test will be conducted.
These tests will be conducted by the Inspector of Motor Vehicles.
Applicants who are already having driving are exempted from appearing for preliminary test in case additional endorsement of new class of vehicle.

Duties of driver when his vehicle is involved in an accident resulting in death or bodily injury of a person or damage to property of a third party.

What is to be done failing in the preliminary test ?

Application along with documents will be returned to the failed applicant and he can reappear for retest on the next day.

What is the period of validity of Learner’s licence?

Learner’s is valid for the period of six months and can not be renewed further. In case of expiry of the LL, the applicant needs to repeat the process afresh.
