本路線是13D線的特快輔助支線，提供秀茂坪、寶達邨、安達臣道發展區（安達邨、安泰邨）、彩雲往來新蒲崗、九龍城及旺角的巴士服務，於2016年8月27日起投入服務，以配合安達臣道發展區首個公共屋邨—安達邨落成入伙。

位於四順及秀茂坪以東的安達臣道發展區，其首個公共屋邨－安達邨及第二個公共屋邨－安泰邨擬分別於2016年第一季及2017年第一季落成入伙。2015年1月8日，運輸署向觀塘區議會交通及運輸委員會發表的《安達臣道公共房屋發展計劃公共運輸服務的建議安排》中，建議開辦六條巴士路線服務該區，其中建議由現時13D線增派6輛巴士以開辦輔助特快路線，由中秀茂坪開出，取道寶達邨、安秀道、彩雲後，取道太子道西直達旺角，然後沿彌敦道、旺角道後取道洗衣街及亞皆老街折返九龍城，路線編號名為213D（即本路線）。
