CHANGES TO TEST BOOKINGS

from 31 March 2026
limiting the number of times a test can be changed from 6 to 2.

If the DVSA needs to change a test, for example, due to bad weather, this would not count towards the 2-change limit.
However, in almost all cases where the DVSA needs to change a test, they contact the learner to make sure they can make the new test and so the limit will not be reset.
If the DVSA cancels the test and the learner needs to rebook, the limit will be reset.

If the learner has already used all changes allowed under the current rules, they will be able to make 2 more changes from 31 March 2026 as all car driving test bookings will be reset to zero changes on 31 March.

Only learner drivers will be able to book or manage a car driving test.
This includes unofficial booking services and cancellation finder services. These services will no longer be able to operate lawfully and you should not use them.

This will be through a declaration box on the public online booking service on GOV.UK.

Any bookings made through the DVSA customer service centre will need to agree to the terms verbally before making a booking.

Learners must confirm when they book their test, that they:
• are booking only their own car test
• agree to a new set of terms and conditions

Learners will not be able to book their test if they don’t agree to these things.

from 9 June 2026
learners can only move their booked test to the 3 nearest centres to wherever their test is booked as of that date.

CHANGES TO DRIVING TEST BOOKING RULES

The rules for booking practical car driving tests are changing to make the system fairer and more secure.

These changes are part of the outcome of our consultation to improve the way driving tests are booked.

What's changing
From 31 March 2026 you will only be able to change a car driving test up to 2 times (reduced from 6).

CHANGES TO BOOKING A PRACTICAL DRIVING TEST

In the coming months, DVSA will:

* change the booking service to allow only learner drivers to book and manage their tests.
* introduce a limit on the number of times a learner car driver can move or swap a test to twice and also limit the area they can move a test to once booked.
* make use of 36 Ministry of Defence (MOD) driving examiners for 1 day a week for up to 12 months to help tackle driving test waiting times. The DDEs will be based at the driving test centre with the highest demand nearest to either their MOD base location or where they live

These changes will not be introduced straight away. The implementation of these options requires a combination of legislative and technical changes.

The DVSA expect both changes to be made in spring 2026.
