DVSA important message.

New driving test booking rules: action DVSA are taking

As you know, from 12 May 2026 only learner drivers have been allowed to book, change, swap or cancel a car driving test.

The use of any bots or automated searching of our service also breaks our new terms and conditions.

We've moved quickly to enforce the new rules and continue to do so. Here's what we've done so far.

1,178 driving licence numbers suspended from online booking

Where our monitoring detects unusual activity on the booking service, we will suspend access to book, change or cancel driving tests online.

We’ve already done this 1,178 times for driving licence numbers involved. We email learners to tell them when we’ve done this.

They will be able to call us if they need to book or manage their test.

Apps reported to Apple and Google

We have reported a number of third-party apps to Apple and Google for breaching both our terms and conditions and the platforms' own developer guidelines.

We are working with both platforms to have non-compliant apps removed.

Social media accounts being taken down

We are reporting social media accounts and groups that advertise services that are against the law or break our terms and conditions.

Platforms are already removing accounts as a result, and we will continue to report others.

Businesses continuing to use bots have been suspended

We have suspended 7 business accounts that breached our terms and conditions. They were (unsuccessfully) trying to book car driving tests.

We will not hesitate to suspend further accounts where we find the rules are being broken.

NEW TEST BOOKING RULES

Remember that from tomorrow (31 March), you will only be able to make 2 changes to a car driving test booking.

A change counts as:
✅ changing the date or time
(2 CHANGES ONLY)
✅ changing the test centre
(THREE CLOSEST TEST CENTRES)

If you need to make more changes after you have used your 2 changes, you will need to cancel your test and book a new one.

TEST BOOKING UPDATE FROM THE DVSA EMAIL.
On 17 March 2026, DVSA confirmed the details of how the new driving test booking rules will work and when they start.

This is an update with the latest information on those changes.

List of 3 nearest driving test centres

There were some mistakes in the list of 3 nearest driving test centres we published on 17 March. Thank you to those who let us know about some of these.

We have continued to improve the list for each test centre and:

changed the 3 nearest driving test centres for some test centres added the approximate driving distance between test centres added more information about how the distances were calculated

Check which driving test centres tests can be moved to.

We are emailing any learner drivers with a driving test booked from 9 June 2026 if their options have changed.

We’re sorry for any confusion the previous version of the list caused.

The 2-change limit if DVSA changes a test

From next Tuesday (31 March 2026) we will reduce the number of times you or your pupil can change their test booking, from 6 changes to 2.

We have updated the guidance to clarify that if DVSA changes your pupil's test (for example, due to bad weather), we will carry out a reset so that they are able to make 2 further changes.

The guidance on GOV.UK also covers other things you and your pupils need to know about all the new rules, including:

exactly what counts as one of your pupils' 2 allowed changes - and what does not from 12 May 2026, only your pupils will lawfully be able to book or change a test how you can still help someone to book

The guidance will also remind learners to check that their instructors:

*agree they will be ready to take the test on the date*

IMPORTANT CHANGES TO BOOKING AND SWAPPING TEST DATES AND LOCATIONS.
It seems that using third party apps will no longer be viable to find cancellations.

Below is a copy of the email instructors received today.

IF YOU DO NOT ALREADY HAVE AN INSTRUCTOR THEN DO NOT BOOK YOUR TEST OTHERWISE YOU MAY BE STUCK WITH A TEST BOOKED AND NO CAR TO TAKE YOU.
ONLY BOOK YOUR TEST ON THE SAY SO OF YOUR INSTRUCTOR.

THE EMAIL

From 12 May 2026: only learner drivers can book and manage their own test

From 12 May 2026, no-one other than learner drivers will be able to lawfully book or manage a car driving test.

This includes unofficial booking services and cancellation finder services. These services will no longer be able to book tests on behalf of learners and your pupils should not use them.

Any of your pupils who aren’t able to book via GOV.UK and need additional support will still be able to access test booking by calling DVSA’s customer service centre.

Learner declaration

Alongside this, from 12 May 2026, your pupils must confirm when they book or manage their test, that they:

are the learner who is going to take the test agree to a new set of terms and conditions

This will be through a declaration box on the public online booking service on GOV.UK. Any bookings made through the DVSA customer service centre will need to agree to the terms verbally before making a booking.

Your pupils will not be able to book their test if they don’t do these things.

Changes to the online business service

So that learner drivers are in control of their own personal data, driving instructors and other third parties will no longer be allowed to use the online business service for car driving tests, to:

From 9 June 2026, learners will be able to move a test to only the 3 nearest centres to wherever your pupil’s test is booked on that date.

Reminder on limiting number of times a test can be changed

We previously announced we would be reducing from 6 to 2 the number of times a learner driver can change their test. This change will come into force from 31 March 2026.
