ජර්මනියෙන් used car එකක් මිලදීගෙන Romania වල register කරන process එක සිංහලෙන් සරලව කියන්නම්.
🇩🇪➡️🇷🇴 සම්පූර්ණ ක්‍රියාවලිය
1. ජර්මනියෙන් වාහනය මිලදී ගන්න
Seller ගෙන් මේ documents ටික අනිවාර්යයෙන් ගන්න:
* Zulassungsbescheinigung Teil I
* Zulassungsbescheinigung Teil II
* Kaufvertrag / Invoice – මිලදී ගැනීමේ contract/invoice
* COC (Certificate of Conformity) තිබේ නම්
* German TÜV/inspection documents
* වාහනයේ අනෙකුත් service/maintenance documents තිබේ නම් ඒවා
⚠️ Purchase contract එකේ ඔයාගේ නම buyer ලෙස තිබීම ඉතා වැදගත්.

2. 🚗 ජර්මනියේ සිට Romania වලට වාහනය ගේන්න
ඔයාට options දෙකක් තියෙනවා:
Option 1 – Drive කරගෙන එන්න
German export/temporary plates (Ausfuhrkennzeichen) සහ insurance ගන්න.
ඊට පස්සේ Germany → Austria/Czechia/Slovakia/Hungary → Romania වගේ route එකකින් drive කරන්න පුළුවන්.
Option 2 – Platform එකකින් ගේන්න
Car transporter/platform එකකින් Romania වලට ගේන්න පුළුවන්.
👉 Platform එකෙන් ගේනවා නම් temporary plates අරගෙන road එකේ drive කිරීම අවශ්‍ය නැහැ.

3. 🔧 RAR එකට යන්න
Romania ආවට පස්සේ RAR (Registrul Auto Român) appointment එකක් ගන්න.
RAR එකේදී සාමාන්‍යයෙන්:
* Vehicle identification
* Technical inspection
* VIN verification
* Authenticity check
* Romanian CIV (Cartea de Identitate a Vehiculului)
වගේ දේවල් සිදු කරනවා.
EU country එකකින් ගෙනාපු used car එකක් නම් German registration documents සහ purchase documents අරගෙන යන්න ඕන.
2018 අගෝස්තු 31 පස්සේ manufacture කරපු සමහර vehicles සඳහා COC එක අනිවාර්ය වෙන්න පුළුවන්.

4. 🏢 Local Tax Office එකට declare කරන්න
RAR එකෙන් CIV ලැබුණාට පස්සේ, ඔයාගේ residence තියෙන නගරයේ Taxe și Impozite Locale office එකට car එක declare කරන්න.
ඔයා Oradea වල register කරනවා නම්, Oradea local tax authority එකට යන්න.
ඔවුන් car එක ඔයාගේ නමට local tax records වලට ඇතුළත් කරනවා.

5. 🛡️ Romanian RCA Insurance එක ගන්න
Romanian RCA insurance එකක් ගන්න.
සාමාන්‍යයෙන් CIV/VIN details භාවිතා කරලා RCA එක arrange කරන්න පුළුවන්.

6. 💳 Registration fees ගෙවන්න
Romanian registration certificate සහ number plates සඳහා අවශ්‍ය fees ගෙවන්න.
🇪🇺 Germany සහ Romania දෙකම EU countries නිසා, සාමාන්‍ය used car එකක් Germany → Romania ගෙන එන විට customs/import duty එකක් නැහැ.
⚠️ හැබැයි vehicle එක EU VAT rules අනුව “new vehicle” ලෙස සලකන තත්වයක් තිබුණොත් VAT rules වෙනස් වෙන්න පුළුවන්.

7. 📝 DRPCIV/DGPCI එකේ registration කරන්න
අවශ්‍ය appointment එක ලබාගෙන vehicle registration file එක submit කරන්න.
සාමාන්‍යයෙන් අවශ්‍ය වන්නේ:
* Passport/ID / residence documents
* Romanian CIV
* German registration documents
* Purchase contract/invoice
* Local tax registration proof
* RCA
* RAR documents
* Registration/plate payment proof
8. 🇷🇴 Romanian number plates ගන්න
අවසානයේ:
Romanian registration certificate + Romanian number plates
ලැබෙනවා.
එතනින් පස්සේ car එක Romania වල ඔයාගේ නමට officially registered. 🚗🇷🇴
