The Regional Juvenile Justice and Welfare Committee- Cordillera Administrative Region (RJJWC-CAR) is the regional body of the Juvenile Justice and Welfare Council in Region-CAR ensuring implementation of Republic Act 9344 (or the Juvenile Justice Welfare Act as amended) at the regional level. ๐ŸŸฅ RED CARD TO CHILD LABOUR: Defending the Future of the Cordillera. ๐Ÿ”๏ธโœจ

Today, June 12, as the entire world observes the World Day Against Child Labour, we bring the focus right back home to our highlands.

Child labor in the Cordillera Administrative Region (CAR) is often hidden in plain sight. It is in the heavy vegetable crates carried on steep mountainsides, the small-scale mining pockets, and the young hands forced to work odd jobs instead of attending school.
Over a thousand children remain vulnerable across our provincesโ€”from Abra to Apayao, Benguet, Ifugao, Kalinga, and Mt. Province.

This is a clear violation of their rights. Childhood should not be spent bearing the heavy financial burdens of a household.

Together with our kakailyan, letโ€™s demand:
๐ŸŽ’ Fair Play for Children: Keep our kids in classrooms.
๐Ÿ’ผ Decent Work for Adults: Fight for fair livelihoods for Cordilleran parents so no family has to rely on a childโ€™s income to survive.

Letโ€™s show a unified Red Card ๐ŸŸฅ to exploitation. Let our children hold books, not burdens. ๐Ÿ“š

The Regional Juvenile Justice and Welfare Committee (RJJWC) CAR successfully conducted the Training on the Utilization of the Juvenile Justice Management Information System (JJMIS) Monitoring & Evaluation (M&E) Subsystem on June 9โ€“10, 2026, bringing together representatives from Local Government Units (LGUs), Barangays, and Bahay Pag-asa facilities across the Cordillera Administrative Region and Regional Rehabilitation Center for Youth (RRCY) CAR.

The training aimed to enhance participants' knowledge and skills in utilizing the JJMIS, particularly the Registry and Case Management System and the newly developed M&E Subsystem. Through lectures, demonstrations, and hands-on workshops, participants gained practical experience in encoding their CICL cases and their respective Comprehensive Local Juvenile Intervention Program (CLJIP) data in the system.

The activity featured valuable insights from Ms. Charisse Pineda Sison of the JJWC National Secretariat, who served as the Resource Speaker and guided participants through the system's features, reporting mechanisms, and practical applications.

By strengthening the capacity of LGUs and stakeholders to effectively monitor, report, and evaluate juvenile justice and welfare programs, the training supports the continued implementation of evidence-based interventions for Children in Conflict with the Law (CICL) and Children at Risk (CAR).

Together, we continue to build responsive, data-driven, and child-sensitive juvenile justice and welfare programs for our communities.

A Workshop on the Formulation and Implementation of a Comprehensive Local Juvenile Intervention Program (CLJIP) for the Barangay Council for the Protection of Children (BCPC) and Municipal Council for the Protection of Children (MCPC) was spearheaded by the Municipal Social Welfare and Development Office (MSWDO) led by MSWDO Agustina B. Calion on June 3โ€“4, 2026.

The workshop aimed to enhance the capacity of BCPC and MCPC members in formulating and implementing interventions and programs for children at risk and children in conflict with the law, in accordance with existing laws and policies on juvenile justice and child protection.
MLGOO Ronnel F. Ramirez provided an overview of the activity and reminded the participants of the relevant DILG issuances on the formulation and implementation of the CLJIP, emphasizing their importance in strengthening child protection and juvenile intervention efforts at the local level.

The main resource speaker, Ms. Nora Bautista Jacinto , Secretariat of the Regional Juvenile Justice and Welfare Committee - Cordillera Administrative Region (RJJWC-CAR), provided valuable insights on juvenile justice, child protection, and the development of effective local intervention programs for children. She likewise facilitated the workshop, providing technical guidance to the participants throughout the planning and formulation process.
