Sa pagdiriwang natin ng Buwan ng Wikang Pambansa, sabay nating tuklasin kung paano nagiging tulay ang ating wika sa makabagong teknolohiya. Ang wikang Filipino ay patuloy na nagbibigay-lakas at karunungan sa bawat kabataan tungo sa mas maliwanag na bukas.

Dito sa Juvenile Justice and Welfare Council, naniniwala kaming ang impormasyon at teknolohiya ay dapat magsilbing gabay sa pagtataguyod ng mga karapatan ng kabataang Pilipino.

3RD QUARTER JOINT INTER-AGENCY COMMITTEE MEETING

The Regional Juvenile Justice and Welfare Committee (RJJWC) CAR and the Regional Committee Against Trafficking and Violence Against Women and their Children (RCAT-VAWC) CAR successfully held their 3rd Quarter Joint Inter-Agency Committee Meeting today, presided over by DSWD-CAR OIC Regional Director and Inter-Committee Chairperson Enrique H. Gascon Jr.

The meeting reviewed the progress of member agencies' commitments under the Comprehensive Regional Juvenile Intervention Program (CRJIP), particularly its prevention initiatives and the prescribed processes and templates to guide local government units in the formulation of their Comprehensive Local Juvenile Intervention Program (CLJIP).

A key highlight of the meeting was the presentation of two resolutions by the RJJWC for endorsement to the Regional Development Council (RDC) through the Regional Social Development Committee (RSDC). The first resolution supports the request of Mountain Province for fund augmentation from the Juvenile Justice and Welfare Council (JJWC) to finance the second phase of the construction of its Bahay Pag-asa. The second resolution seeks the amendment of RDC-RPOC Joint Resolution No. 06, s. 2019 to encourage all Municipal Local Government Units (MLGUs) in the Cordillera Administrative Region to hire additional licensed social workers to address the increasing number of Children-at-Risk (CAR) and Children in Conflict with the Law (CICL).

Through strengthened collaboration and shared commitment, the committees continue to advance child protection, juvenile justice, and the welfare of children across the Cordillera Administrative Region.

The Regional Juvenile Justice and Welfare Committee (RJJWC), Regional Sub-Committee for the Welfare of Children (RSCWC), and Regional Committee Against Trafficking and Violence Against Women and their Children (RCAT-VAWC) CAR convened for their 2nd Quarter Joint Inter-Agency Committee Meeting on June 24, 2026, at the Function Hall, National Telecommunication Commission (NTC) Leonard Wood, Baguio City to strengthen the implementation of the Republic Act No. 9344, as amended, and to ensure better outcomes for children in the region.

The meeting was presided over by Dir. Enrique H. Gascon Jr., OIC-Regional Director of Department of Social Welfare and Development Field Office CAR.

Key highlights of the meeting included:
• Resolution Endorsing the Extension of Membership of CFSPI and SLU-Sunflower Child and Youth Wellness Center – Strengthens multi-sectoral collaboration by retaining experienced NGO partners that provide specialized services for Children at Risk (CAR) and Children in Conflict with the Law (CICL), ensuring the continuity of child-focused interventions and support.

• Draft Proposed Guidelines No. 01, s. 2026: Referral System of CAR and CICL Cases Using JJMIS – Promotes timely and coordinated service delivery through a standardized referral system, clearly defined agency roles, improved case documentation and monitoring, and enhanced inter-agency coordination using the Juvenile Justice Management Information System (JJMIS).

• Status of Implementation of the CRJIP – Strengthens the implementation of juvenile justice programs by reviewing progress, identifying implementation gaps, refining strategies, and reinforcing coordinated efforts to deliver effective prevention, intervention, diversion, rehabilitation, and reintegration services for CAR and CICL.

Ang isa sa mga pangunahing tungkulin ng Juvenile Justice and Welfare Council ay ang pagtiyak na maayos at tama ang proseso ng pagpapatupad ng batas para sa mga kabataang nasasangkot sa kaso, habang tinitiyak ang kanilang pananagutan sa kanilang mga nagawa. Kasabay nito, tinutugunan din ang mga ugat ng problema tulad ng impluwensiya ng pamilya, barkada, at komunidad, pagkalantad sa karahasan, at mga isyu sa kanilang mental health.

Naniniwala ang Juvenile Justice and Welfare Council (JJWC) na mas dapat nating paigtingin ang mga prevention programs para sa kabataan. Base sa mga pag-aaral, malaki ang impluwensya ng pamilya, komunidad, at mga kaibigan sa pinagdadaanan ng isang bata kaya mahalagang gabayan sila nang tama. Sa pamamagitan ng pagtutulungan nating lahat, mas mabibigyan natin ang bawat kabataan ng mas ligtas at maayos na kinabukasan at malayo sa kapahamakan.
