London mayor introduces Ultra Low Emission Zone

The world’s first Ultra Low Emission Zone (ULEZ) has launched in London, meaning cars that do not meet emission standards will have to pay £12.50 a day to enter.

The Mayor of London, Sadiq Khan, said the introduction of the ULEZ will reduce road transport NOx emissions by around 45% in central London. Other complementary measures include cleaning up Transport for London’s buses, no longer licensing diesel taxis, and expanding the ULEZ to inner London in 2021.

Khan said: “London has always been a progressive and forward-thinking city, and a hub for innovation and climate action. Now more than ever, we must uphold this reputation and lead from the front on environmental issues

MPs slam Government delays over E10 introduction

A cross-party group of MPs has slammed the Government for delaying the introduction of E10 petrol.

The criticism followed the Department for Transport's decision to launch a consultation on whether E10 should be introduced.
Nic Dakin, Labour MP for Scunthorpe and chair of the All Party Parliamentary Group for British Bioethanol, commented: “As usual the Government is failing to take the initiative and lead the way on tackling climate change and air pollution, choosing instead to delay vital decisions and thereby putting thousands of jobs in my region at risk.
“E10 is a quick and easy way to tackle the most pressing environmental problems from transport, which is the largest single contributor of greenhouse gas emissions. While the Department for Transport have set out E10’s benefits, they’ve failed to provide a realistic workable solution for its introduction.
“Numerous consultations, select committees and working groups have already recommended E10, we gain nothing by going through the motions of yet another call for evidence, but we stand to potentially lose a major industry and employer in the North East.”

Bill unveiled to force forecourts to offer electric charging

Motorway services and large petrol retailers will be forced to install charge points and hydrogen refuelling points for electric cars, under plans confirmed in the House of Commons by transport minister John Hayes.

The Automated and Electric Vehicles Bill will give the government powers to make it compulsory for “public charging points” (charging for battery driven electric cars or hydrogen refuelling points for fuel cell electric vehicles) to be installed at “large fuel retailers” and service stations.

However, the definition of large retailers is not given in the Bill. It states: “large fuel retailer” and “service area operator” have the meaning given by regulations.

Hayes said: “We want the UK to be the best place in the world to do business and a leading hub for modern transport technology, which is why we are introducing the Automated and Electric Vehicles Bill in Parliament and investing more than £1.2 billion in the industry.

“This bill will aid the construction of greater infrastructure to support the growing demand for automated and electric vehicles as we embrace this technology and move into the future.”

The Bill will also require that drivers of electric vehicles will be able to easily locate and charge at any chargepoint, using information from sat navs or mobile apps, regardless of the vehicle make or model. All chargepoints will have to be ‘smart’, meaning they can interact with the grid in order to manage demand for electricity across the country.

PRA calls for clarity on definition of 'large retailers', following Queen's speech

The PRA has raised concerns directed at the government’s announcement during yesterday's Queen's speech, that large retailers and motorway service areas (MSA) will be required to install electric charging points, in order to drive the development of electric cars.
During her address to Parliament the Queen said: “Legislation will be introduced to ensure the United Kingdom remains a world leader in new industries, including electric cars and commercial satellites.”

In the previous session of Parliament the Government introduced the Vehicle Technology and Aviation Bill, which passed its second reading. But when Parliament was dissolved because of the general election was called, it meant the Bill fell.

The Bill would have given the Government powers to force “large fuel retailers” and operators of motorway service areas to provide electric charging points and hydrogen refuelling facilities.

PRA chairman Brian Madderson said: “Clarity over the definition of ‘large retailers’ is urgently needed.

Gas-to-liquid fuel could be answer to diesel woes

A fuel that has been around for many years could provide an immediate and easy solution to the increasing demonisation of diesel engines, according to speakers at this week’s conference in London on Clean Air, organised by Certas Energy.
Gas-to-liquid (GTL) fuel has only recently been used as a road transport fuel, as its various properties of helping to improve air quality without compromising efficiency, have become more relevant in providing a practical alternative to diesel.

“We hear so much in the media about how diesel is bad and how we should ban diesel engines,” said Brian Worrall, director of corporate affairs at Certas Energy. “But the point about GTL is that every car is a GTL car, so we can make a difference now by starting to use the fuel. It may or may not be overtaken in time by other technologies. But here is something that you can do today without any modifications to engines, or making any changes to forecourts throughout the UK – there are no massive infrastructure issues. It’s much more of its time now than it has ever been.”

While there are currently no immediate plans to supply GTL to retail forecourts, Certas Energy has now made Shell GTL fuel available at its HGV refuelling station at the Port of Liverpool, providing hauliers with a cleaner alternative to conventional diesel. Once initial trials with hauliers have been completed later this month, the fuel will be made available for all users of the facilities at the Port. Certas Energy, working in partnership with the Peel Ports Group, opened the state-of-the-art site in January and the station will be the first port in the UK to offer Shell GTL fuel.
